Planning for the off-site impacts of site-induced emergencies is a participatory problem-solving process that addresses the complexity and inherent uncertainty of site-induced emergencies. The EMP and its associated procedures should be co-developed, known, understood and accepted by the site, key external stakeholders (see Task 3) and potentially affected communities.
The EMP and associated procedures should be informed by an understanding of internal and external capacities for emergency management and should outline roles and responsibilities, planning and implementation.
