After completion of a desktop or functional exercise (Task 9), and when an emergency occurs (Task 8), the site should conduct a post-drill, post-emergency or post-recovery evaluation.
This should include a review of whether the emergency response was conducted according to plan, what worked and what didn’t, identify any potential gaps, lessons learned, etc. The review should incorporate the views of affected communities, local emergency service providers, and other relevant external stakeholders and should give room to influence one another as well as the process. The review should also draw upon the results of the investigation conducted on the incident. Areas of capacity development should specifically be identified and, where appropriate, activities to build capacity should be agreed.
The results of the review should be documented and inform the updating of the and / associated procedures. External stakeholders should be engaged and participate in developing these updates specifically where this affects response activities for which they are responsible. Contracts and MoUs may also need to be updated.
For more information about evaluating functional, field and full-scale exercises, please refer to the Emergency Management Standard and Emergency Management Training and Simulation Specification.
